Explanation

The One who is the supreme arbitrating magistrate. The One who is the only true judge. The One who always delivers justice in every situation. The One whose judgments and decrees are never over-turned or thwarted. The One who makes the final decision of the nature of all matters.  The One who arbitrates all disputes.

Quran

الله يحكم بينكم يوم القيامة فيما كنتم فيه تختلفون

Allah will judge between you on the Day of Resurrection concerning that over which you used to differ. (22:69)

أفغير الله أبتغي حكما

Then is it other than Allah I should seek as judge? (6:114)

ولا تدع مع الله إلها آخر لا إله إلا هو كل شيء هالك إلا وجهه له الحكم وإليه ترجعون

And do not invoke with Allah another deity. There is no deity except Him. Everything will be destroyed except His Face. His is the judgement, and to Him you will be returned. (28:88)

وهو الله لا إله إلا هو له الحمد في الأولى والآخرة وله الحكم وإليه ترجعون

And He is Allah ; there is no deity except Him. To Him is [due all] praise in the first [life] and the Hereafter. And His is the [final] decision, and to Him you will be returned. (28:70)

والله يحكم لا معقب لحكمه وهو سريع الحساب

And Allah decides; there is no adjuster of His decision. And He is swift in account. (13:41)

وما اختلفتم فيه من شيء فحكمه إلى الله

And in anything over which you disagree - its ruling is [to be referred] to Allah. (42:10)

ولا يشرك في حكمه أحدا

And He shares not His legislation with anyone. (18:26)

أفحكم الجاهلية يبغون ومن أحسن من الله حكما لقوم يوقنون

Then is it the judgement of [the time of] ignorance they desire? But who is better than Allah in judgement for a people who are certain [in faith]. (5:50)

إن الحكم إلا لله أمر ألا تعبدوا إلا إياه ذلك الدين القيم ولكن أكثر الناس لا يعلمون

Legislation is not but for Allah . He has commanded that you worship not except Him. That is the correct religion, but most of the people do not know. (12:40)

فاصبروا حتى يحكم الله بيننا وهو خير الحاكمين

Then be patient until Allah judges between us. And He is the best of judges. (7:87)

له ملك السماوات والأرض وإلى الله ترجع الأمور

His is the kingdom of the heavens and the earth. And to Allah return all the matters [for decision]. (57:5)

وما هم بضارين به من أحد إلا بإذن الله

But they do not harm anyone through it except by permission of Allah. (2:102)

أليس الله بأحكم الحاكمين

Is not Allah the most just of judges? (95:8)


فلا وربك لا يؤمنون حتى يحكموك فيما شجر بينهم ثم لا يجدوا في أنفسهم حرجا مما قضيت ويسلموا تسليما

But no, by your Lord, they will not [truly] believe until they make you, [O Muhammad (ﷺ)], judge concerning that over which they dispute among themselves and then find within themselves no discomfort from what you have judged and submit in [full, willing] submission. (4:65)

Hadith

1.
Narrated Hani ibn Yazid (رضي الله عنه): When Hani went with his people in a deputation to the Messenger of Allah (ﷺ), he heard them calling him by his kunyah (surname), Abul Hakam. So the Messenger of Allah (ﷺ) called him and said:

إِنَّ اللَّهَ هُوَ الْحَكَمُ وَإِلَيْهِ الْحُكْمُ

Allah is the judge (Al-Hakam), and to Him judgment belongs. 

Why are you given the kunyah Abul Hakam? He replied: When my people disagree about a matter, they come to me, and I decide between them, and both parties are satisfied with my decision.
He said: How good this is! What children have you? He replied: I have Shurayh, Muslim and Abdullah. He asked; Who is the oldest of them? I replied: Shurayh. He said: Then you are Abu Shurayh.

Note: In Sunan an-Nasa'i (5387) the Prophet (ﷺ) then supplicated for him and his son.
Abu Dawud said: This is Shuraih who broke the chain, and who entered Tustar (Persia).
Abu Dawud said: I have been told that Shuraih broke the gate of Tustar, and he entered it through tunnel.


2. 'Amr bin 'Al-'As (رضي الله عنه) said: I heard the Messenger of Allah (ﷺ) saying, 

‏إذا حكم الحاكم، فاجتهد، ثم أصاب، فله أجران، وإن حكم واجتهد، فأخطأ، فله أجر

"When a judge utilizes his skill of judgement and comes to a right decision, he will have a double reward, but when he uses his judgement and commits a mistake, he will have a single reward."


3. Abu Bakra (رضي الله عنه) told that he heard God’s Messenger (ﷺ) say, 

لَا يَقْضِيَنَّ حَكَمٌ بَيْنَ اثْنَيْنِ وَهُوَ غَضْبَانُ

“No judge must give judgment between two people when he is angry.”


4. It is narrated on the authority of Abu Huraira (رضي الله عنه) that the Messenger of Allah (ﷺ) observed: 

جَاءَ أَهْلُ الْيَمَنِ هُمْ أَرَقُّ أَفْئِدَةً الإِيمَانُ يَمَانٍ وَالْفِقْهُ يَمَانٍ وَالْحِكْمَةُ يَمَانِيَةٌ

There have come the people of Yemen; they are tender of hearts, the belief is that of the Yemenites, the understanding (of the faith) is that of the Yemenites and sagacity is that of the Yemenites.


5. It was narrated that Ibn 'Abbas (رضي الله عنه) said: "The Messenger of Allah embraced me and said:

اللَّهُمَّ عَلِّمْهُ الْحِكْمَةَ وَتَأْوِيلَ الْكِتَابِ

 'O Allah, teach him wisdom and the (correct) interpretation of the Book'."


6. Narrated Abu Hurairah (رضي الله عنه): 

لَعَنَ رَسُولُ اَللَّهِ ‏- صلى الله عليه وسلم ‏-اَلرَّاشِيَ وَالْمُرْتَشِيَ فِي اَلْحُكْمِ

Allah's Messenger (ﷺ) cursed the one who bribes and the one who takes bribes to influence the judgement.


7. Narrated Ubai bin Ka`b (رضي الله عنه): Allah's Messenger (ﷺ) said, 

‏ إِنَّ مِنَ الشِّعْرِ حِكْمَةً

"Some poetry contains wisdom."


8. It was narrated that Abu Khallad (رضي الله عنه), who was one of the Companions of the Prophet (ﷺ), said: “The Messenger of Allah (ﷺ) said: 

إِذَا رَأَيْتُمُ الرَّجُلَ قَدْ أُعْطِيَ زُهْدًا فِي الدُّنْيَا وَقِلَّةَ مَنْطِقٍ فَاقْتَرِبُوا مِنْهُ فَإِنَّهُ يُلَقَّى الْحِكْمَةَ

‘If you see a man who has been given indifference with regard to this world and who speaks little, then draw close to him for he will indeed offer wisdom’.”


9. Abu Huraira (رضي الله عنه) reported God's messenger (ﷺ) as saying, 

الْكَلِمَةُ الْحِكْمَةُ ضَالَّةُ الْحَكِيمِ فَحَيْثُ وَجَدَهَا فَهُوَ أَحَقُّ بِهَا

“A word which contains wisdom is the stray beast (i.e. something to be sought) of the wise man, so wherever he finds it he is most entitled to it.”


10. Narrated `Abdullah bin Mas`ud (رضي الله عنه): The Prophet (ﷺ) said, 

اَ حَسَدَ إِلاَّ فِي اثْنَتَيْنِ رَجُلٌ آتَاهُ اللَّهُ مَالاً فَسُلِّطَ عَلَى هَلَكَتِهِ فِي الْحَقِّ، وَرَجُلٌ آتَاهُ اللَّهُ الْحِكْمَةَ، فَهْوَ يَقْضِي بِهَا وَيُعَلِّمُهَا

"Do not wish to be like anyone except in two cases. (The first is) A person, whom Allah has given wealth and he spends it righteously; (the second is) the one whom Allah has given wisdom (the Holy Qur'an) and he acts according to it and teaches it to others."


11. Anas (رضي الله عنه) narrated that Allah's Messenger (ﷺ) said: 

اَلصَّمْتُ حِكْمَةٌ, وَقَلِيلٌ فَاعِلُهُ

“Keeping silent is considered as (an act of) wisdom, but very few practice it.”


12. Narrated 'Ali (رضي الله عنه): that the Messenger of Allah (ﷺ) said:

أَنَا دَارُ الْحِكْمَةِ وَعَلِيٌّ بَابُهَا

 "I am the house of wisdom, and 'Ali is its door."


13. It was narrated from Abu Dharr (رضي الله عنه) that the Messenger of Allah (ﷺ) said: 

لاَ عَقْلَ كَالتَّدْبِيرِ وَلاَ وَرَعَ كَالْكَفِّ وَلاَ حَسَبَ كَحُسْنِ الْخُلُقِ

“There is no wisdom like reflection, and no honor like good manners.”


14. Abu Sa'eed (رضي الله عنه)  narrated that the Messenger of Allah (ﷺ) said: 

لاَ حَلِيمَ إِلاَّ ذُو عَثْرَةٍ وَلاَ حَكِيمَ إِلاَّ ذُو تَجْرِبَةٍ

"There is no forbearance except for the one who stumbled, and there is no wisdom except for the one who has experience."


15. Anas bin Malik narrated from Malik bin Sa’sa’ah (رضی الله عنهم) – a man among his people – that : the Prophet of Allah (ﷺ) said: 

بَيْنَمَا أَنَا عِنْدَ الْبَيْتِ بَيْنَ النَّائِمِ وَالْيَقْظَانِ إِذْ سَمِعْتُ قَائِلاً يَقُولُ أَحَدٌ بَيْنَ الثَّلاَثَةِ فَأُتِيتُ بِطَسْتٍ مِنْ ذَهَبٍ فِيهَا مَاءُ زَمْزَمَ فَشَرَحَ صَدْرِي إِلَى كَذَا وَكَذَا ‏"‏ ‏.‏ قَالَ قَتَادَةُ قُلْتُ يَعْنِي قُلْتُ لأَنَسِ بْنِ مَالِكٍ مَا يَعْنِي قَالَ ‏"‏ إِلَى أَسْفَلِ بَطْنِي فَاسْتُخْرِجَ قَلْبِي فَغُسِلَ قَلْبِي بِمَاءِ زَمْزَمَ ثُمَّ أُعِيدَ مَكَانَهُ ثُمَّ حُشِيَ إِيمَانًا وَحِكْمَةً

“While I was at the House, between sleeping and being awake, I heard someone saying: “The one in the middle of the three.’ I was brought a vessel of gold containing Zamzam water, so my chest was split, to here.’” – Qatadah said: “I said to Anas: ‘What does that mean?’ He said: ‘To the lowest part of his stomach.’” – He said: “So my heart was removed, and washed with Zamzam water, then returned to its placed. Then I was filled with Faith and wisdom.” 


16. Yazid bin ‘Umairah, who was one of the companions of Mu’adh bin Jabal (رضی الله عنهم) said: Whenever Mu’adh sat in a meeting for preaching, he would say: 

اللَّهُ حَكَمٌ قِسْطٌ هَلَكَ الْمُرْتَابُونَ

"Allah is a just arbiter; those who doubt would perish."


Duas

اللهم إني أسئلك باسمك يا حي يا حامد يا حميد يا حافظ يا حفيظ يا حفى يا حسيب يا حنان يا حليم يا حكم يا حاكم يا حكيم يا حق يا حامل العرش يا حلو الذكر يا حسن التجاوز يا حاضر كل ملاء يا حبيب من لا حبيب له يا حرز من لا حرز له يا حصن كل هارب يا حيوة كل شئ يا حاف العرش بملائكته يا حارس السماء بالشهب يا حابس السماوات والأرض ان تزولا يا حاشر الخلايق في اليوم الموعود يا حاث عباده على شكره يا حاشى العز قلوب المتقين يا حاط أوزار التايبين ان تصلى على محمد واله وافعل بي وبجميع المؤمنين ما أنت أهله يا ارحم الراحمين


يا سابغ النعم ويا دافع النقم ويا فارج الغمم ويا كاشف الظلم يا أعدل من حكم يا حسب من ظلم يا ولي من ظلم يا أول بلا بداية ويا آخر بلا نهاية يا من له اسم بلا كنية اللهم اجعل لي من أمري فرجا ومخرجا


اللهم أنت ملك من في السماء وملك من في الأرض لا حكم فيهما لغيرك وقدرتك في الأرض كقدرتك في السماء وسلطانك في الأرض كسلطانك في السماء أسئلك باسمك الكريم ووجهك المنير انك على كل شئ قدير ان تصلى على محمد وال محمد وان تفرج عنى فرجا عاجلا واجعل لي من كل غم فرجا ومخرجا ويسر لي كل عسير يا ارحم الراحمين

أتيح له وهو العظيم مهابة  وقدراً حقير الذات والخلق والقدر
شقيٌّ أتت من لدنه سعادة  ومنكر قوم جاء بالحادث النكر
وكم من عظيم قد أصيب بخامل  وأسباب حكم الله جلت عن الحصر
فهذا عليٌّ قد قضى بابن ملجم  وأوقع وحشي بحمزة ذي الفخر
 نعد الرماح المشرفية والقنا  ويطرق أمر الله من حيث لا تدري
ومن كان بالدنيا الدنية واثقاً  على حالة يوماً فقد باء بالخسر
فيا مالك الملك الذي ليس ينقضي  ويا من إليه الحكم في النهى والأمر
تغمد بستر العفو منك ذنوبنا  فلسنا نرجي غير سترك من ستر
فما عندك اللهم خيرٌ ثوابه  وأبقى ودنيا المرء خدعة مغتر

﴾ آمین یا رب العالمین ﴿
